New Joint Report: Compulsory Licensing of Intellectual Property Rights

New joint study “Compulsory Licensing of Intellectual Property Rights” has recently been published with the contributions of Center for International Intellectual Property Studies (CEIPI), Université de Strasbourg (UNISTRA), Impact Licensing Initiative (ILI) and Ecorys Nederland BV (ECORYS).

The primary goals of the study are to support the European Commission (EC) in defining potential issues with compulsory licensing in the European Union (EU) and to identify and evaluate various policy options to enhance the coherence and effectiveness of the compulsory licensing system as it is currently implemented in the EU. The study mainly focuses on public emergencies, with an emphasis on crises involving the health system. In order to provide products for various types of catastrophes, such as natural disasters, nuclear disasters, or shortages of key foods, there may be other urgent needs for licensing technologies. With this broad range of potential crises in mind, the problem description of the Study and the creation of potential policy responses were undertaken in agreement and consultation with the EC.
