EU and Mexico Move Forward with Modernised Trade and Cooperation Agreements

The Council has endorsed two new agreements aimed at strengthening relations between the European Union and Mexico: the EU-Mexico Political, Economic and Cooperation Strategic Partnership Agreement, also known as the Modernised Global Agreement (MGA) and an interim Trade Agreement (iTA). The decisions authorise the formal signing of both agreements, marking a significant milestone in the modernisation of EU–Mexico relations.

The new framework replaces the existing agreement dating back to 2000 and reflects the evolution of the partnership into a broader and more strategic relationship. Together, the agreements aim to deepen political dialogue, expand cooperation, and boost sustainable trade and investment between both sides. More than 45,000 EU companies exporting to Mexico, most of them SMEs, are expected to benefit from the updated framework.

The interim Trade Agreement introduces a modernised structure for trade relations, including the removal of most remaining customs duties, improved access to public procurement markets, and expanded opportunities in services and investment. Key sectors such as agri-food, machinery, pharmaceuticals, and transport equipment are expected to benefit from reduced barriers. The agreement also strengthens the protection of hundreds of European geographical indications on the Mexican market.

In addition, the agreements reinforce cooperation on critical raw materials and include updated provisions on customs procedures, intellectual property protection, digital trade, competition, and sustainable development. Binding commitments on labour rights, environmental protection, and climate action are also included, alongside mechanisms supporting civil society participation.
